This is why only idiots use contract services in the U.S. If you go over by 1GB you will be charged $100. But I've also not heard of any ISP with a data cap.
Cell phones are the only thing I'm aware of with a data cap, and a decent prepaid phone will give you 4G data up to the cap and then throttle you to 3G if you exceed that.
