Fake signed pkg. Apparently it's possible to create fake PS2 classics and HDPSP or whatever too but I haven't read a lot about it yet.
There's already a lot of fake signed 5.05 and below games out there, including DLC and updates.

I can't think of a good reason not to hack a Vita. I'll be cruising along on 3.60 until there's a no compromises solution for newer FW. You can play 3.68 games on 3.60 now so there's little reason to bother updating past it.
