it has a new core for PCs, PCSX ReARMed, itil run fast as hell on a low ish end PC.
Mednafen aka Beetle Cores are accurate so they take a wee bit more CPU power, hell even my crappy laptop can play those just fine.
the internal Res if I remember right is handled by the CPU and not the GPU, its always best to ask the devs and other helpful dudes in the irc channel.

no need for a GPU for the normal Playstation cores, only need one for Beetle PSX HW.
BTW epsxe is absolute trash and is never the better choice.
Zal just needs to use the PCSX ReARMed core and it should run full speed, needs to give the vanilla Beetle PSX core a shot to to see how it runs.
