I would guess GBA at least. Yeah PSP can do that but from I recall there are plenty of games that don't work or have issues.
For old stuff there are various ninty vc official and unofficial (injects).

snes and a few gba games(doom 2 duke nukem serious sam) is the only thing I had trouble running on psp there's also an issue with random crashes or black screens with snes9x
on 3ds I've only found a few games that run slow but that might just be the emu I'm using I have 2 others that I haven't tried the games on.
