If he hasn't reconditioned the engine and transmission (for a manual a clutch kit is probably the most it needs) that would need to be dirt cheap or free.
Yeah it might be safe to drive brakes and suspension wise, but unreliable drivetrain doesn't mean unsafe. So really he could sell you a lemon and not have to worry about his daughter's safety.

Ask if he's done any work and see if he has receipts for some stuff...even though he's a mechanic, if he had the head reco'd (for example) he should have a receipt from a machine shop for that, also if the block was bored. And receipts for misc parts. Assembly he would've done himself, if it's auto trans then I'm assuming he would get that reco'd by a transmission specialist (most mechanics do).
