Before you go to crazy just know that any Genesis worth a shit (maybe not model 3?) and old SNES do not require mods for RGB.

Another option would be an RGBS to Component (YPbPr if you prefer) transcoder or converter.
They display 480p properly, 480i on the other hand...

Unlockable for $100 or less if he really cared (which I doubt).

No, but they still need buffered before they can be wired directly to a tele, or other processing circuits for that matter.
Ive been looking at composite sync separator circuits along with the typical R-Y/B-Y stuff and it seems like I could get component video out of most anything with enough effort. The only problem as mentioned above is that it would be 240p I think. I could buy an upscaler, but on the other hand I want everything to be built in to the system. At that point, I may as well start learning FPGA design (like I keep meaning to do) and go all the way for HDMI!

Yeah it's pretty rare for NTSC region gamers to care about PAL exclusive releases. There aren't all that many good ones anyway.
But back when most people still had crt any sort of upscaler was rare or expensive so not having multi region would've been a pain in that you would be restricted to using NA/Japanese release movies/tv shows.

I've always thought it odd that multi region tvs have been the standard here for many years now, but for EU/NA it isn't the norm. I mean everything is multi atm even the cheap stuff, and back when my trinitron was brand new it was only really cheap tvs (Chinese/Korean) that weren't always multi.

Yeah back then even multicoder type devices probably cost out the butt.

Region free DVD/BD players still "illegal" there? I mean they were never technically illegal but sales of them had restrictions afaik.

The law here usually leans towards the user having freedom of choice for importing etc. Which is why modchip suppliers/modders have never been difficult to find, also region free DVD and multi region tvs. Region free BD is a little more tricky, I only know of one cheap player here (which I have) but there are some other brand models above the $100 mark that have region change options that require a little more effort.

Mine just has an option in the menu to change region, previous models you had to input a code as well.

I don't know a whole lot about region laws, but region free DVD players were/are pretty uncommon. PC drives aside.
A long time ago, my brother bought all of the region 2 Mighty Boosh DVDs because they were cheaper. It turned out that my mother's DVD player was updateable and someone had released a regionless firmware whcih we burned to a CD and booted.

Thats really my only experience with out of region discs.

Yeah flashing firmware is something that can be done to some region locked DVD players. Maybe even some region locked BD players too
