Default Resolution of a modern monitor for old games

Is integer upscaling the best way to improve low-resolution graphics? Do the best filters work better with integer upscaling?
If that is true, the resolution of the monitor should be at least 960p.
    480 x 2 = 960
    320 x 3 = 960

I want to buy a new monitor for my PC and I have to choose the resolution.
Almost all games I play are emulated. The problem is that the games look bad in modern monitors.

It is ok if the game does not fill the entire screen. The problems that I dislike are pixelated image and stretched image.

I have to choose between 900p and 1080p.
900p is good for all of my non-gaming needs, but it is lower than 960p.

Please do NOT recommend me a CRT monitor.

i usually just set the resolution to 800x600 on my display.then back again when finished.
at first it was a bit of a ball ache but it soon becomes second nature.
still get the black bars at the sides but i dont mind that.if its a problem for you just buy
a cheap 4.3 lcd monitor which runs 800x600 quite comfortably.thats what i did for my amiga
dedicated machine.the 16.9 screen looked like crap on it but the square screen works like a charm.

if your using kega fusion it'll have black spaces vertically to the left and right hand sides but try this:

video > Filtered, and (optional but it removes horizontal black spaces from the top and bottom of the picture) use NTSC Aspect

it should have a smoother and somewhat less pixelated look with this even in fullscreen mode. it'll be stretched very slightly with the NTSC aspect setting on but only enough to remove the horizontal black spaces.

@my current resolution (best this laptop can do): 1360 x 768

first image is without the filter, second image has it turned on.
