Do you know how long you are going to be here? Probably not wise to make an enemy but you could start filing complaints. Easier to do if you plan to move. But yeah, that would get old fast.

Hah, drugs. Booze dulls your mind yeah, but not permently like that shit kids smoke. I need my mind for developing electronics. Seriously though, drugs are pretty immature to fool around with.

Alcohol does have a lasting effect on your brain if you drink on a regular basis (lowers serotonin level).
Smoking weed regularly isn't good for your brain either.

I wouldn't say either have a permanent effect on the brain though. THC can stay in your system for well over a month iirc, depending on how much you smoke.
