If the top layer of the disc is intact (the label part, not the plastic), then *technically* the data is intact. The problem is whether or not the CD drive in your computer can read through the scratches and "see" the data, which it sounds like your PS2 is having trouble doing.
If you're planning on burning a new disc anyway, an easier solution would be to just download the disc image off this website, rather than trying to rip your damaged disc. Of course keep in mind that you'll need either a modchip or some sort of swap trick to use burned discs in your console.

"I think that the problem with this video is it is highly derivative of many popular bands within the genre. Although when viewed on its own merits, it does have a deeper groove. However what it has in groove, it lacks in originality.
