It seems most Dreamcast games are over 700MB, which is the max space on most CD-Rs. Is there any way I can compress the iso to a smaller size to fit on a 700MB disc, or do I have to shell out some money for some bigger, 800MB ones?

Use ImgBurn, or find a copy of DiscJuggler to burn the images.
And don't worry about the size of the image, it'll fit on a standard CD-R disc. Make sure you burn it at a low speed for best results.
The size of the disc image never reflects the actual contents size that goes double for Dreamcast self bootable images or Mil-CD, this is just because of the complex way the disc images are made into selfbootable/Mil-CD format
The only disc images that will not not fit on a standard CD-R are the 99min CD-R rips, that funny enough require 99min CD-R's
For English games there have only been a few released on 99Min CD-R's and only 1 game released only for 99min CD-R that being D-2
The other english games released as 99min CD-R also have a 80min CD-R release as well with extra down sampling (Not sure if the Limited version of Sonic Adventure has a 80 min version but the standard version is on a 80min CD-R release)
ImgBurn can handle Dreamcast images in cdi format perfectly now but you do need an extra driver file extracted to the install folder of ImgBurn
Some Dreamcast games do require overburn enabled you can have that enabled for every burn though as overburn is only ever used when needed
For full instructions on ImgBurn and the extra file needed see http://www.epforums.org/showthread.php?81186 it covers all the settings needed
DJ is sadly gone now though I used the trial for years without issues but it will sometimes ask if you want to repair a disc image that you should always say no to and it always asks if it's ok for the 700MB limit that you just tap yes for (overburn enabled as well here, funny as it can burn more than 700MB with overburn enabled though this is to normal 700MB CD-R's (it's only a couple of extra meg though you can't burn a gig to anything to a 700MB/80min CD-R)) [You can't burn 99min CD-R's with DJ even with the full none trial version]
