I also don't want to start a flame war, but perhaps a suitable definition for something costless is made by using the words "gratis" or even "costless". The word "free" defines something that the user has complete freedom over it.
Some things can indeed carry the word "free" with no problems without problems, but when we talk about cultural works (images, videos, audios, texts, etc), hardware, or software, the word "free" means something different from "costless" or "gratis".
