Spy Fox in Cheese Chase: Custom Level issues.

I know... as strange as it sounds, I decided that I'd try to find an old PC game from my childhood, Spy Fox in: "Cheese Chase."
I downloaded it for a nostalgia kick, and one of my favorite past times with that game was creating and playing my own custom levels when I was younger.
Every time I go to create a custom level in ScummVM, though, it tells me that there's an error and it takes me back to the game's main screen.

Could it be the emulator (ScummVM) that I'm using, or were there certain files missing from the game that's causing this error (I downloaded the game from EmuParadise)?
If it's the emulator, then what other emulator would work?
