So I was watching a video, if you softmod a Wii and use USBLoaderGX you can play back-ups of games? (I'm sounding like a dumbass I know, but I need to know my shit before I go out and buy a Wii.) So does that mean you don't even need a disc? And where would you get said back-ups? Here I suppose?

Correct. If you wish you can rip the discs directly to the drive but what you said should work I assume.
