All it says is that they do not support the use of such programs and that you will be held responsible if found using them for illegal purposes. Peer2Peer exchanegs are perfectly legal, however; they may also be used for illegal purposes. I let them scan mine with BitTorrent and thats what they said. THey can't do anything about it.
You will not be monitored unless you exceed quota multiple times in a row...as I did. All of mine was uploading RaR'ed PSX games though, so no harm done. DO all that you wish, but don't think they can prosecute you for anything.

If they catch you using their internet to pirate music/videos etc... they can suspend me from their internet for a period of time, fine me, kick me out etc...
