It's actually very simple, and well worth it IMO as I've always had the best performance and compatibility using ePSXe.
First of all, download this pack; it contains the emulator as well as any plugins and BIOS files you'll need; http://www.emuparadise.me/Sony_Plays...OS+Plugins/104
Next, open the emulator and click Config > Wizard Guide at the top. The guide should be pretty self-explanatory until it gets to the video plugin bit. In general, I recommend you choose any of the "Petes D3D" plugins for 3D games, and the "P.E.Op.S Soft" plugin for 2D games.
Now to configure the video to look decent and run at the correct speed, here's a screenshot of my configuration;

See the bit where Use FPS Limit is checked and FPS Limit is set to 60? This is what limits the speed correctly. If you have a fairly new computer you can adjust Texture Quality and Desktop Resolution next to Fullscreen Mode. Also if you want to play in Windowed mode, notice the option just below Fullscreen Mode.
These settings work well with any 3D game I throw at them on my rather dated laptop (we're talking 8 years old, 512mb ram etc) so it should work fine for most people in general.
"I think that the problem with this video is it is highly derivative of many popular bands within the genre. Although when viewed on its own merits, it does have a deeper groove. However what it has in groove, it lacks in originality. One can't help but be reminded of such bands as Pearl Jam, White Zombie, Suicidal Tendencies and other bands that bear the mantle of so called "Alternative Rock".
