They can post out of the view of general members......but it's not the staff section.
They can get away with a bit more than general site rules allow.

On warez sites, members would pay for elite status (or get it for invaluable service to the site).
They can post stuff that may not be allowed elsewhere on the site.

ofc. some streaming sites get rid of ads with premium, whereas Xbox LIVE Gold is just MSFT milking it for all it's worth.
