You could try checking all the recommended speedhacks which can be found at the Speedhacks tab in the configuration menu and also try to set EE and VU sliders to 1 or 2 (but not simultaneously) to gain a FPS boost. But as the names indicate, these are speedHACKS, which mean it can lead to serious glitches like graphic bugs, false FPS readings or even emulator crashes. Also try to use GSDX Direct X11 Hardware mode if your comp supports it and set the resolution to native.
If it is still slow after that, I think you are out of luck and a) your PC is too weak or b) the emulator is not optimized for this particular game.
PS: Could you post your specs? This way one can make assumptions as to how good your PC will be able to handle PCSX2.

its only a speed conflict on genji.other games run smooth, graphics are ace changed the vu from 3 to 2 to make graphics perfect, and i only have GSDX DIRECT X10,all speedhacks are on.do you think it is the EE cause thats on 0.

You still didn't post your specs...
But either way, GSDX DirectX10 is the same as 11 so that's fine. Well, you could try applying EE but it is more than likely to conflict with the VU, so try at your own risk
BTW, do you have a quad-core CPU? Then you can download the latest SVN http://pcsx2.net/download/development/svn.html and check the MTVU hack in the GSDX options.
