THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.

Upon closer inspection, I have NVidia GeForce GTX 460 v2 with 2 DVI and 1 miniHDMI outs, connected via DVI>VGA wire to monitor.

You should be able to find VGA>DVI and DVI>HDMI and link them, if nobody has VGA>HDMI. But like I said earlier any non-HD wire or adapter means that you lose HD quality.

didn't think you were running VGA to HDMI.

I once used: speaker wire, paper clip, resistor built in shop class, lamp wire to play my NES when I didn't have the normal TV connector.

Can't see VGA>DVI then a DVI>HDMI adapter working. You still need a way in between to convert from analogue to digital....

A simple VGA to HDMI lead doesn't work AFAIK.
Ah I see. This device is needed if you want to run HDMI through a VGA cord and L/R audio component.

The wire can be converted to run a video through with no problem. Running VGA to HDMI without such a device means no sound/HD.
