Not really. 2-D fighters are easily some of the most skillful, deep games out there. There's a reason people are still playing Street Fighter 2 at tournaments, after all. When you're just starting out it often does boil down to button mashing and who knows more moves, but once you progress beyond that it becomes much more a matter of mind games and outwitting your opponent than complex button presses.
