You know, that's an interesting question. If by "rain" you mean "general precipitation", then yeah, it rains a fair amount over here.
However, if you're anything like me and think of "rain" as "zOMG I CAN'T WAIT FOR THE NEXT THUNDERSTORM", then no, it never rains here.

I've been in Washington since March of 2008 and I've had three, couple dozen minute long thunderstorms.
