Probably yeh but your question is a bit weird in some way. Anime is basically animation but it is called as so in Japan. The same thing goes to manga, outside of Japan, its rather called as comic but manga in Japan.
Although there are some argument that said anime represent a specific style of animation in which I couldn't denied that. Avatar the Last Airbender is a prime example of anime like cartoon produced outside of Japan. Many peoples consider it as anime while some consider it as cartoon and the other just consider it as anime x cartoon.
anime IS cartoon, in japan itself they don't even differentiate between their cartoons and ours. Dragonball is to them what the flinstones is to us. as for the way we use the word "anime" it refers to any cartoon from japan regardless of style. also i think the term for anime is only used in english given the fact that "anime" is the word for "animation" in many languages especially french
and yes, there are some american shows that follow the japanese style, they are not considered anime but people easily get confused usually because of the similarities or lack of knowledge

I actually had to check when it came out, I was 17. I was too busy playing competitive magic and skipping school to play RPGS back then. Now that I think about it I don't think I've watched a non-anime cartoon that came out after 2000. Shard might remember something I don't though.

My main problem (and I'll actually give Avatar credit here because it LOOKS decent) is that most all American/Canadian cartoons that have come out in this time look like they were intentionally made to look like a shit covered ass. See: Teen Titans, Xiaolion Shodown, Samurai Jack, anything else on CN in general etc...

Xiaolion Shodown, and Samurai Jack just have a creative art style, they dont look bad, if you look closely Xiaolion Shodown has a spiral theme (you can see spirals on most shapes)
