    Either its grounded or its not. The point closest to the wire is ground and if it not connected, no audio (Im saying dirty contacts don't affect audio unless they are visibly filthy. ). If it's not "long enough" then the tip (left audio) would be absent.
    Headphones require a pre-amp and your 2.1 will accept both amped and line level, so....I assume they simply left out filter capacitors. Cheap is correct.
