That is from the Vanguard format. You build a normal 60 card deck and apply the bonuses of the commander at all times. The vanguard commanders were too effective and caused retarded decks to be made because of it and lost a lot of momentum because of it. Think of EDH as the better version of Vanguard, even though I like the concept of Vanguard a lot more than EDH.
For Karona, you can only have a maximum of 6 cards without the effects of spells/abilities/artifacts. You then start out with 8 extra life, The ability is used every turn. That is how it works.

Plus I don't know the finer workings of an EDH deck. If I built one it would e super shitty.
@nemo: To me EDH seems like a for fun format. I think people that take it too seriously are missing the point.

I made one with Overlord and it was decent. Overlord over Legion was a bad call though.
This Oona EDH deck is going to be filthy. I can fit in lots of Ninja.
Oh and Beseech the Queen is required because I'm playing Oona. Hell even if I wasn't it's a good EDH card.
