    Pretty much this.

It wasn't a terrible game, but there was definitely a lot of unnecessary fluffing. Like constantly driving around during the missions.
Now, I didn't mind the "escape the cops!" or "catch the bad guy!" parts of driving -- those were actually fun, because they served a purpose that expanded on the core gameplay.
    What I didn't like was:

Start Mission --> Get Dressed --> Drive to Joe's --> Drive Joe to First Mission Objective --> Drive Joe to Main Mission Objective --> Actual fun gameplay goes here --> Drive Joe to his house --> Drive home

That felt like 90% of the missions. You're just driving everywhere with no real purpose involved. It would have been different if you could have picked up a number of sidequests while doing this, but there were really only a couple, and they took two seconds to complete. (Help out person with abusive boyfriend, help fix a car, fend off attacker, etc). It was a sandbox world with no real reason to be a sandbox world, because the world didn't really offer anything.

Not worth it. My local game resale has a few for only 35. That is the console + controller + 2 games.

Oh, and for all of the money that I collected through the entire game, I don't think I ever spend any of it on anything other than fixing my car. I never visited a gas station or a diner or a gun shop, even though there were tons of those in the world. I never had the need to. I'm sure I didn't get to use some sort of somewhat cool gun or something... but again, they really didn't serve a purpose. That's the sort of thing that I didn't enjoy about it -- there was lots of great stuff there (the story was definitely entertaining, and I did enjoy the ending, even though even I could see it coming from a mile away), but it didn't feel like a cohesive package. I think if they had expanded on it a little bit more, added an actual reason to go visit the different shops, maybe offered a few side missions (different jobs you could do for different people in each family, for example), I would have enjoyed it a lot more. That would have given me a reason to explore the city. Otherwise... there were parts that I didn't see until I went around to collect all of the Wanted Posters. Which, again, was an entirely arbitrary and stupid thing to add to the game, because they did nothing.

For the price that I picked it up for (I think it was $15... might have been $18, can't remember), it was a worthwhile game, and I got my $18 out of it. I would have been disappointed if I had paid more than $25 for it, though.
