what do you mean it won't load, your saved game or disc two in general. what emulator are you using and what version of the emulator.if the emulator your using supports plugins, what are your plug-in settings.
what steps have you done/what guides have you followed to try to solve this issue.

if we are going to help more information is needed.

at this point I can only guess at what you are talking about the disc swapping in epsxe 1.7?

    emulator:
    ePSXe 1.7.0
video: Pete's Open GL Driver 1.76
sound: Eternal SPU Plugin Lite 1.41

whenever it says "insert cd2" i do, file > change iso> then wait for it to load, but i'll be stuck in black screen :C

ok you are going to want to download a program called daemon tools lite you can find it here http://www.daemon-tools.cc/eng/products/dtLite

this is a virtual drive you need to mount your iso disc 1 in d.t.l.
here is a tutorial on mounting iso's http://www.youtube.com/watch?v=x5OzffbFlfI
go to epsxe configure and cd rom set it to cdr wnt/w2k core1.7.0 click on the configure button below and set it to read the virtual drive daemon tools created.and run epsxe via run CD and change disc with cdrom not iso

or alternatively you can try using an older version of epsxe as this issue only happens in 1.7.0
