makes sure you have configured your analog controls in ePSXe.

When I used my old logitech, sometimes I need the logitech configuration utility open for it to work. Rare, but give it a try.

Post the screenshots of your Gamepad Config.
Also, you might want to refer to this thread as well.

If that doesn't help, post your game, and the screenshot ^

Have you switch to analog mode on your controller?

If no buttons work when analog mode is on via F5, then it most likely simply means that the game(s) in question did not support that function.

edit: Looking at the back covers (through a quick search) of those three games, Street Fighter only mentions rumble support, and the other two make no mention of dualshock at all.

edit 2: If you want to be absolutely sure it's not your configuration (I don't see anything wrong with it ), you could try downloading a game you know supports analog (the only one that comes to mind at the moment is the Dualshock Edition of RE2, though I know there are others) and see if the controller gives you the same issue.

Sounds like the game itself froze there. A quick search (sorry, should've looked earlier....) shows somebody else that froze at that screen and fixed it by changing the CD plugin to Pete's CDR ASPI/IOCTL Driver 1.10 (although he experienced freezes in the game itself, such as going through doors, but if you're just testing it should be good enough to let you see if it is something odd with your controller configuration). Here's the link to that plugin (or rather the latest version of it): http://www.pbernert.com/html/cdr.htm

Extract it to your ePSXe plugins folder, then open ePSXe, hit config, CDROM, then on the drop down menu, select the plugin.

Weird. Although if that were the case (analog not letting other buttons work), hitting F5 once or twice to set it to "Digital only" would make it so that it recognized your input/allow your button presses to go through (that setting is the same as having the analog off on a PSX Dualshock controller, and RE2: DS edition worked even if you did not have a Dualshock controller (unless I'm misremembering).)...

Sorry I wasn't much help. Hopefully somebody can point out something I'm overlooking here.
