Yeah ill have a C2D @ 2.2GHZ and ive got 2GB DDR2 RAM. So, yeah. I can run portal on min settings as-is

You should be fine, I can run Portal in High settings and still have a decent framerate.

Mind you, I find 24-30fps to be decent, I'm used to that framerate because of consoles, but I see that 60-70 is the minimum nowadays.

Yeah 30fps is playable.
Hell ive been playing Forsaken World for a few weeks now, and when im in the main town, it drops to like 15fps
