As for Popful Mail, I have heard that emulators won't run it very well if at all. This may have changed, but that's why I didn't bother downloading it myself. "UGH! UNGAWA SLICKY!" (Popful Mail quote)

If you have played the Wanderer's from Y's series you might get a vague idea. You play as the character "Popful Mail" if I remember correctly. She is a pretty high energy character and has a ton of dialog and attitude. You also have other characters that help along the way especially Slick.
The graphics look like Y's in many ways, but has a pretty heavy dose of Anime in it. It could be described as a side view action adventure kind of game but with lots of role playing elements.
Anyway, the attitude and jokes are what makes it stand out. Otherwise it is a decent side scroller adventure.
