my mate sent me his last phone (Samsung Ultra S) and it has a head banging Racoon branding Optus network on it... I Just need some clarification as to why

I'm no expert on such things dude.......I've just been told that the "less than 1km to exchange" distance is ideal.
I've never been further than 1km from an exchange with any connection I've had myself, so I don't know from personal experience what impact there may be.

If you're gunna be getting a connection heaps faster than what you've previously had I wouldn't worry to much about it really.
And I assume the data allowance will be better.
