I added it there, now a new error. zlib1.dll is missing from computer. That one wasn't in the download I had from emulator-zone for the espxe

Extract it and put it in System32 or keep it in the ePSXe folder, but make sure it's in the same folder as ePSXe.exe
I've put it with ePSXe, and now it loads. However, it doesn't give me the option to run the Tomba .img at all.
So essentially the ePSXe is doing the same thing as PSX

You've misnamed your file somehow. This isn't an emulator issue, it's just something you did, so you need to figure it out

I haven't done anything to the file. This is how I downloaded it from the site. Three files, the .ccd .sub and .img

Drag and drop your .img.ecm file onto unecm.exe
that just pops the ECM GUI program.
This is far more painful than it needs to be.
I found your tutorial on ecm thingybob, and got it working. Thanks again for all the help
