Its all on the left side no matter what even in Bios, and even windows has changed what it thinks it is from just the standard monitor one to Digital Flat pannel 1024x768 and ya Ive tried manually forcing its native 1280x768 no go

Is there a button on the monitor you can press to slide it over? That looks like what happened to an old vga tubestyle monitor I had, spilled water on it and that was all it took apparently.
