You can get a PSP for about the price of a game.

(3DS will probably have a longer library and probably several very good games. The DS was rather awesome for stuff. But, again, the PSP is cheap as fuck)
Good and bad.
They kind of ran it aground in loads of ANIME CLICHE EVERYWHERE and the gameplay is less streamlined. There's a lot of samey missions to grind before you can progress the story, and you have to pick up item drops from enemies (WHICH ARE RANDOM!) to make your characters feasible. And after a couple upgrades they're broken as fuck.
The difficulty curve is wonky as fuck. I just hit september and I went from curbstomping enemies in the leadup missions to having a story mission that is BALLS since you have an infinite number of well coordinated enemies surrounding a boss character, all of whom can one shot 3/4 of the classes (I had them at the low 20's, which is about right for that point in the game, I figure). Overall though, the game is A LOT easier than the first.
It's a great deal more balanced than the first one (now all classes are actually useful instead of scouts and snipers being gods, shocktroopers and lancers having limited usefulness (lancers become completely useless if you had a sniper upgrade in VC1), and tanks/engineers being useless) so that's a plus.
The limitations of the hardware kind of come into play. The number of characters you can field is much smaller, maps are heavily recycled, and there's considerably less animation to go around. Also, the boss fights haven't been nearly as impressive as they were in the first. I'm going to go out on a limb here and say I'm probably not going to end up fighting an aircraft carrier sized tank. Instead it's more "person wearing steampunk power armor" and "guy with a shield".
And, well, the story is kinda bad. It's pretty much a heavy helping of anime cliches without any of the saving graces that the first had. It's a good bit longer, or at least feels longer, so there's that. But I can't say I'm quite so fond of the cast, and I don't think they've had quite so many great moments despite the fact I'm probably 3/4 of the way through. The only really great thing it has is the primary villain cast, who, sadly, don't get nearly enough screen time. Also, it's pretty far off the rails of the WWII analogy and they really changed things up with regards to "this is sorta like this". Welkin and Squad 7 in the Gallian/Empire War>>>>>>>> Avan and Class G in the Gallian Civil war, essentially.
It's decent, and I'm having fun with it, but it's a pretty inferior sequel in several ways and feels like a poor choice of direction.
But they let you stare at delicious Marina thighs, so I can't say it's all bad.
