The industry allows it plenty. There's a couple companies that specialize in that stuff. Even a few niche within a niche that specialize in certain types of AO rated games (there's a few that I know of that specialize in japanese porn games). But most retailers choose not to sell them, so they just have to get creative. Mail order and the internet leads to loads of that stuff. Walking into an actual shop? Not so much, unless it's a specialty that deals in adult goods, or it happens to be an independently owned one that just doesn't give a fuck. Most of the places you can go to buy games are large multinational corporations that don't want to seem seedy to the shareholders and the soccer moms, which really doesn't help things. Not that there really is much difference, one of the major reasons Z exists is because they have to ask for ID when selling it, thus keeping it out of the hands of kids. Anyone who doesn't look at least mid 20's buy an M rated game semi-recently? Yeah.

About the only AO game that hit the general shelves I can think of was the post-hot coffee discovery pre-hot coffee removal edition of GTA San Andreas. For the one or two weeks those were about before the M rated version with the code removed was released.
