Just saying, unless you have the Broken Steel DLC for F3 you don't have to worry about running out of things to do at 20. The main questline leads to an ending after which you can't keep playing.

Pretty much. The 'main' FO3 questline causes you to eventually hit an ending (and unlike Oblivion, it doesn't let you continue playing the character afterwards). Having the Broken Steel DLC pack adds in a questline after the main quest (and retcons the original ending), allowing you to keep playing indefinitely.
