    Seems like a likely explanation, but still would look pretty funny if you were passing by

    It's the scientologists. They're using the power of Xenu in an intricate plan to overthrow the leaders of the free world (not the enslaved world) replacing them with mindless clones loyal to the church of scientology. It already worked with their test subject (Tom Cruise).
