2. As Evans and Signtology said, I've been on the staff for a long while now. First as a super moderator many years ago, and since April of last year as a moderator.But I'm not nearly assertive enough that that'd make any difference one way or another.
3. I don't like enforcing my admittedly saccharine tastes upon people not that way inclined. So I wouldn't upload the myriad of cute smilies kicking about my computer even if I could.
4. You need to be an administrator to add smilies anyway.
