It might be worth quietly asking some of your other co-workers if they've had any trouble with this manager before. Odds are this isn't the first time she's tried something like this and it won't be the last either.

I actually asked our store manager, she's had MANY complaints about her. But like I said, unfortunately we can't get rid of her since we're so short staffed. It sucks I might end up losing my job over her.

If your store manager is getting so many complaints about this person and refusing to do anything about it it's no wonder she's short staffed. Don't be fooled - she's feeding you a line and hoping you'll drop it because anything else would require her to actually do her job properly.
Your best bet is probably for you and a bunch of the other employees to all file a complaint together. The store being short staffed works in your favour - if it comes down to either getting rid of this one person or potentially losing you and half a dozen other employees your store manager is going to take the easier option.

Well, the good news is I don't see you being fired since presumably your store manager needs to approve it and that would require effort on her part.
Seriously though, get together with your co-workers, keep at the store manager and start looking for another job so you've got options in case things get any worse. There's nothing worse than a lousy work environment no matter how much you love what you're doing. I do hope you're able to resolve things one way or another mate.
