Shawnee teen electrocuted while working on computer

So here's the deal: A kid playing with his family's computer in the same room that he was found dead has now been said to have died from brutal electrocution. Apparently he had been attempting a repair on the Power Supply. I can agree that any capacitor can hold a voltage for some time after it has been charged, but any cap in a circuit will discharge itself after unplugged. This computer as cops have said, was unplugged.
Now the only basis the authorities go on is that the child had a burn mark on his body which was said to be an electrical burn. Anyone who fiddles with electronics as I do can have several electrical burns at any one time. The article drifts from the subject of the boy to warnings about electrical equipment. "Do not open PSU's, TV's or Microwaves."
Because recycling is for pussies and everyone can afford new parts. They urge everyone not to strip an old computer to build a new one.
My favorite statement was this:
Now that is truly funny."Why tear into it to replace it for $20? You're taking your life into your own hands,"
My girlfriend's shitty Dell Optiplex has a more expensive PSU than that. The funniest part though is the video. When the lady describes what not to touch, she lifts up a Corsair 650W PSU. These run at $100, not 20.
Any task is taken with a risk, some more than others. I would think that he understood it. What do you all think?
