If Color dithering is on, then turn it off.
You need to post your new settings again.
Config > Video > Configure > Copy settings to clipboard.

Colour Dithering was off alrdy and the offscreen drawing was alrdy set to 3.

Whoops. Sorry about that, I meant to include the name of the file in my previous post, but apparently forgot
Pete's Windows OGL/D3D PSX GPUs is the one. Configure the dx6 d3d plugin and see if it makes any difference in the game.
No worrys but it still dident help. if its not fixable its ok, the game is still playable.
And i just switch to the Pete's OpenGL Driver 1.76 and set it to nice as segnin said and my characters dont have the lines anymore BUT the NPC's do lol, i only get the lines with my character if i get near the NPC. Does that help...?
Oh and u said u were useing this driver in ure config: Pete's DX6 D3D Driver 1.1.75, the link that u gave me had only Pete's DX6 D3D Driver 1.76 that.

That's strange... The only thing I can think of now is to use this guide: http://www.epforums.org/cd-image-rep....html?p=523144 to scan for errors on the iso...
By the way, I know it says that in the file, and in the video config window of epsxe, but if you copy settings to clipboard and paste, it says 1.1.76. That aside it would seem that I told you the wrong link (I only briefly checked the contents of the file, and apparently misread the number somehow), sorry...

Nope the older plugin dident work, No problem with the 1.1.76. thing and let me know if im wrong but that error with the iso isent that only with cd?
You mean the guide I linked? If so, then no, the application can check isos as well, so the guide should apply.
