Default suggestion for posting rules for new members

I've been thinking of this for a while. how about implementing a post approval system for all new members. to elaborate a new members first post must be approved by a mod/smod ect after that they can post normally.
I think this would help deal with spammers and new members posting redundant help posts or posts in the wrong sections.

Having to approve every first post from new members would be both, very time consuming for staff members and very frustrating for new members not knowing why their post isn't showing until a staff member approved it :/

We'll see if it's possible to add a hack to prevent FPAs.
