    Is the rom AP patched?

That is probably your problem, you are hitting the Anti-Piracy in the games code.
THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.

This game requires you to bypass the anti piracy stuff. On Acekard 2i enabling the Bypass AP option works on this game. I remember this problem. I think there are a few patched roms that work fine but there might be bad patched roms out there also.
