THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.

Thanks Zal but a friend helped me out, I wanted the patch for preservation purposes and I like keeping clean dumps, not patched ones.

Nice Gobby, and you don't like to share it? Do it like you wanted from us. ^^
Spread it, because some "certain game company", as SkybladeCloud said, blocks this translation, even if they never ever will release a official English localization.
And even if the translation could raise their Type-0 Japanese sales. For me another argument to pirate their products. Self-owned.

If anybody needs my hand-patched Final Fantasy Type-0 (J) [T+Eng1.0Merged_SkybladeCloud] (2,65 GB, *.iso), tell me. It's not the ISO from Russian. Played it with PPSSPP and works like a charm.

I like to keep clean dumps and patched ones, so I will never have any problems. But I deleted the patch as most of you might have, because you can't patch it on-the-fly like old ips patches with SNES etc., so it's impossible to use a "clean dump" to play Type-0 in English. I just kept a backup of the original Japanese game. As far as I remember, it's not that easy to reverse-engineer that patch with a merged and translated ISO (Russian & mine) and just the two original Japanese ISOs. But I would make a easy & safe xdelta patch, if anybody offers a merged Japanese ISO. ^^ The Type-0 patching was a bit of a hassle, with xdelta it would take 2 clicks and done.
