Whats the best NDS Emulator?

Well have checked the State of DS Emulation for over a year.

So I was wondering what is the Best Emulator to Play DS Games/Roms?

Nothing has changed for a long time

DeSmuME or NO$GBA depending on the game depends what is best to use, so just get both

(The above is in order of preference but I think NO$GBA will be best for lower end machines)

Why Would NO$GBA be better for Weaker Machines?

Does it also have a Fast-Forward Button to speedup Game Speed/Frame rate?

Because it's not as heavy on resources

No idea I use real hardware over emulating the DS everytime so not explored any extra features of either emulator, just used for testing for issues
