Because countries have different laws/rules.
Over here (in the Australian state where I live) you don't need insurance, but there is a compulsory insurance component with registration fees to cover injuries.
Pensioners (and possibly some others, idk) get a discount on registration fees.
Of course insurance is advisable because if you are involved in an accident you may end up having to go through the courts.

Monthly installment payments just aren't there by the looks of it on the sites I've looked at and I can't understand why. Yes it adds 10% onto the overall cost, but that's not a problem when it's monthly. £800 up front is quite difficult.
I suspect it might be because you have no history at all.
But if it's like that for everybody there that's pretty fucked up.
What about house and contents insurance? Surely there are payment options for stuff fecking medieval.
