iv played it myself and the NPCs do follow you.
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.
Older than you think
Just use PEOpS soft plugin, or press F7 in game that switches to the software plugin, not that I am aware of this issue anyway, it could just be a game play issue rather than an emulation issue
If you upload your memory card for the game I can take a closer look for you and figure out what the exact issue is, just hit advanced on your reply there is an option for attaching files, so just zip the memcard up and post it in your reply
