Only one way to fine out my friend, give PCSX2 a whirl
THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.

Ya could always play the PC version of Vice City.

Silent Hill 2 is also a PC game

Myself I play both of those on my xbox (soft modded) no glitches or slow downs, ran from the internal HDD that I upgraded

anyway asides from all that PCSX2 has a few speed hack options that are worth trying that may or may not help some of those can cause other issues though

If you look at the official config guide they index it and have a link that takes you direct to the Speed Hacks section

    Mod projects - XBOX
Phantasy Star Online Episodes 1 & 2 - online quests in offline mode packs [COMPLETE]
    [Quest Packs Collection]
GTA San Andreas - Hot Coffee [COMPLETE]
[Mod ready] & [Full ISO ready]
GTA San Andreas - Real Car Names extra content mod [WIP] [Back burner, just won't have the time ]
Please can all ESR users post your results here to help with the project and others wanting to use ESR

Yeah the PC versions are your best bet for those games as their requirements are really low like Pentium 3 low. Silent Hill 2 may give you some problems though on a newish machine.

As for ps2 emulation yes you can do it. It's all a matter of tweaking the settings and depends highly on the game too for example something very high end in 3D graphics like God of War 2 or Shadow of the Colosus is not going to run as well as something like FFX which is much simpler (except for some of those fmvs or summons of course)

I played through FFX with a core2duo 1.6 with 1.5 gb ram and an integrated intel 950 gpu and got 50-60 fps in most places which is passable to play. That gives you an idea of the huge difference between games and PC power when emulating.

Speedhacks are a double edged sword.
