Then you are blind or can't use google, it's not even a slightly hard file to find, but I wouldn't trust those anyway, using google to find individual Runtime files is not the brightest thing in the world to do, it is better to find out what they are part of and install the full package

If that is the tool you are talking about then get the required Runtime Libraries from them (yes that includes the dll you are missing)
