    Default Project64 speed issues

    Just that games run too fast (ever since I updated to 2.0)

    This is a major problem especially for paper mario (can't time those hits). Runs at 4/3 speed usually.

    System specs down below. N64 emulation requires a weaker PC anyway.

    Is there a setting where I can limit the framerate? I'll accept any plugins you'll throw at me.
    System Specs are Win7 Home Premium x64 SP1, i3-2310M @2.1GHz, 4GB Ram and 128MB Intel HD Graphics 3000.

    I'm having a similar problem. Playing Mario 64 and the speed seems fine for the most part, the problem is aiming the cannons. For some stars you need to be able to aim them with precision, but the camera moves so fast that it's really difficult to do so. If it were just slightly slower it'd probably be fine.

    That has more to do with controls rather than framerate. Mario 64 uses analog stick for movement and since you are probably using a keyboard, the default movement speed is 100%.
    In plugins switch to N-Rage input plugin and add a modifier with the mod type movement and assign it to any button. Reduce the percentages to something low like 30% and save it.
    Now in game when you press that button and try to move Mario will start walking instead of doing the usual run. This increases the precision to those aims.

    Correct; when a key is pressed when mapped to the joystick, it registers it as the stick being completely tilted. Even when using a gamepad with a joystick I've had this issue, as if the input plugin/gamepad driver aren't capable of emulating the acceleration found in an actual n64 joystick.
