Many people who were uploading to MF have stopped, because of changes that have made that host uber retarded now.
I think the new mega site has a policy of removing copyright content.
Better off looking at something like putlocker imo.

If it's a split archive on MF it doesn't matter if it's covered by copyright or not.
Many split archives on that host trigger some funny crap...like the file isn't deleted but you can't download it.
I rarely upload stuff, and haven't shared any ps2 games for a long time so I won't be uploading it.
I think the Gamecube version of this game is available on the main site.

According to the Dolphin wiki Pacman World 3 has a 4 out of 5 star rating for compatibility.

As for using the emu or controller options I don't know about that personally.
I mostly use real hardware, and have never emulated ps2, NGC or Wii stuff.
