Generally agreed. I'm sure if I played these on release I'd be singing a different tune, but in my eyes, any game that gives me a gun and a third person perspective should let me strafe. It's generally a dealbreaker for me at that point, because I know I'll get frustrated and start hating the game if I can't strafe and shoot at the same time.
There are shining moments in J3 where I start to feel bad for ragging on it (the desert vehicle sections, a couple of the larger exploration levels, etc), but then those parts will be over and it'll be back at the bullshit "run through these 25 rings and hope you don't miss the second to last one!" stuff. J2 was the worst for this, but there's still too much of it in J3 for me to really feel comfortable with the game.
Ah well. I'll be finished with it (hopefully) by the end of the night, then I can put it away and never touch these games again. If they ever release a Jak 4, I hope it's more like the first one.
